Yes, it's time for another link to Dungeon Mastering and time for them creative DMs out there (preferably of the Dungeons & Dragons persuasion) to test their world crafting talents. The lovely Instant World Builder free PDF guide should come in as a much needed assistant or even the spark you needed to go for it, though studying Tolkien definitely wont be in vain either.
